Safety notes

In some cases, a safety note is sufficient instead of a new environmental safety report. A safety note demonstrates that the modification of a licensed installation does not entail any additional significant risk of serious accidents for humans and the surroundings compared to the existing situation as described in an environmental safety report (OVR) approved for that installation.
